UniHouse operates in Iraq through UniHouse Iraq, the registered Baghdad branch of University House for Consultation and Studies. We work with Iraq’s national institutions, energy operators and industry to design, deliver and measure structured capacity development systems.
Our work connects programme design and implementation with workforce activation, institutional strengthening and verifiable and auditable outcomes aligned with Iraq’s priorities.

To translate capacity development into measurable and sustainable economic outcomes for individuals, institutions, and national systems. UniHouse Iraq designs and implements structured systems that connect education reform, workforce development, digital activation, infrastructure capacity, and entrepreneurship into clear pathways from competency to economic participation. All programmes are governed by the Capacity Development Evaluation Framework (CDEF), ensuring that outcomes are measured through competencies gained, income generated, institutional performance, and long-term impact. We operate in complex and evolving environments — including fragile and post-stabilisation settings, underserved communities, and institutions seeking alignment with international standards — delivering measurable impact that is sustained beyond programme completion.
Our Core Advisory Services
Education Reform & Assessment Systems
UniHouse designs and implements education and assessment systems that align curriculum, competency frameworks, and institutional capacity with national priorities and international standards.
In Action: Delivering system-level advisory for assessment framework development, standardised procedures, and international benchmarking across three Iraqi universities — Warith University, Kut University, and Taleem Education — equipping assessment professionals, invigilators, and educators with the expertise required to uphold global assessment standards and improve institutional quality.
TVET & Workforce Development
UniHouse designs and delivers technical and vocational education systems that build workforce competencies aligned with labour market demand and measurable economic outcomes.
In Action: Leading the end-to-end design, implementation, and handover of a Technical and Vocational Training Centre for South Refineries Company in Basra — delivered with JGC of Japan and Hyundai Engineering under JICA funding, supporting a $2.7 billion refinery expansion. The initiative established a sustainable, nationally replicable TVET model covering civil, electrical, piping, welding, safety, and IT disciplines, achieving 94% participant satisfaction and 98% improved confidence under CDEF measurement.
Digital Workforce & Gig Economy
UniHouse delivers structured digital workforce systems that connect competency development directly to verified income generation through integrated platforms, certification, and measurable outcomes.
Programme application: UniHouse’s digital workforce approach connects structured capacity development, competency certification, marketplace preparation and outcome measurement. The platform arrangements and delivery components for each Iraq programme are defined within its confirmed scope.
MSME Development & Entrepreneurship
UniHouse designs and delivers structured entrepreneurship systems that enable individuals and businesses to transition from competency development to sustainable income generation and enterprise growth.
In Action: Under the UNDP-Shell partnership, UniHouse delivered a market-driven microbusiness and livelihoods development programme across 21 villages in Basra Governorate — enabling 75 rural entrepreneurs, of whom 47% were women and female-headed households. Through structured market assessments, entrepreneurship development, business incubation, and post-launch mentorship, the programme achieved a 100% operational success rate, establishing 13 viable microbusinesses and creating a scalable model for CSR-driven MSME development in fragile and oil-adjacent contexts.
Infrastructure Capacity Building
UniHouse designs and delivers structured capacity development systems that strengthen technical, operational, and institutional capabilities in infrastructure sectors.
In Action: Under UNOPS’ Local Infrastructure in Rural Anbar project, UniHouse delivered a comprehensive capacity development programme across Anbar and Ninewa Governorates — developing 133 programme participants from communities, NGOs, and public sector institutions across 10 sessions covering infrastructure O&M, HSSE, solar energy systems, water treatment, and construction waste management. Delivered across Sinjar, Karma, Mosul, and Ramadi over 34 days and 204 delivery hours, the programme achieved 94% participant satisfaction, 98% improved confidence in technical O&M, and 39% female participation. All deliverables were met or exceeded under CDEF measurement.
Scholarship Programme Management
UniHouse designs and manages structured scholarship systems that align individual learning outcomes with institutional development and national workforce priorities.
In Action: In a long-standing partnership with BP, UniHouse delivered end-to-end scholarship management for 169 scholars across 14 UK universities — supporting BSc, MSc, and PhD placements in engineering, technology, and finance disciplines, and building a structured succession pipeline for one of the world’s largest oil field operations at Rumaila. The engagement strengthened national workforce capacity across technical, operational, and institutional readiness aligned with Iraq’s long-term energy strategy.
